Jamie Simpson is the Executive Director - Africa Region and Urban Reforms and Infrastructure (All Regions). He is responsible for business development strategies and leading on projects for seamless delivery and execution in the Urban Development and Infrastructure Engineering.
He also leads strategic planning for East Africa implementing it with our growth plan consistent with the corporate objectives. He also provides guidance for bidding decisions, proposal development and pricing and will check systems to ensure quality delivery of projects. He also provides a strategic direction for the Urban and Infrastructure sector across all our regions with an emphasis of expanding the business in Africa, South Asia and South East Asia.
Jamie Simpson is an economic and management consultant with over 25 years of work experience related to strategic planning, public sector reform, infrastructure investment and service delivery in Africa, Asia, Europe and North America. He has had extensive experience leading major projects and working with governments on their strategies and investment plans. He has worked with a number of IFI / Development Agencies including: World Bank, IFC, Asian Development Bank, UK DFID, PIDG and United Nations. In all engagements, he has worked in highly collaborative and participatory process to support capacity building, stakeholder engagement and ownership. He has managed projects throughout the project cycle – from project design, through execution and monitoring and evaluation. On the private sector side, Jamie has worked with infrastructure project sponsors, international financial institutions (banks, private equity, hedge funds) and legal advisors on transaction services. He has worked with public and private stakeholders on LED strategic plans – including leading UK Regional Development Authorities and supporting multi-stakeholder partnerships. Jamie is the Chairperson of the Expert Evaluation Panel of the Cities Alliance Catalytic Fund – a small grant window aimed at funding innovative ideas and approaches related to equitable urban growth. Related to this he has extensive experience of designing / implementing Technical Assistance Funding mechanisms as part of public sector reform programmes: including the £41mn MPUSP (2006 – 2013), JNNURM (2010-2013) and £75mn APUSP (2000-2003) reform projects in India. At a corporate level, Jamie spent over 20 years working with GHK, a professional services consulting firm focused on public policy and international development, during which time he performed the roles of Acting Chairman, Managing Director / Chief Executive Officer and Executive Director. As part of these roles, he was a member of the leadership team that executed a successful management buy-out, significantly expanded turnover and diversified the business in terms of services offered and geography. Jamie was key part of the management team that helped establish GHK in the Far East (Hong Kong and Manila) and in India Jamie holds an MA in Geography/Economics from University of Manitoba, Canada and a BA in Geography/Economics/Statistics from the Faculty of Arts, University of Manitoba, Canada (Gold Medalist).
