Developing a Job Creation Theory of Change
Designing an overarching theory of change for job creation during the inception phase, building on existing programme theories of change.
The project evaluated four FCDO-funded job creation programmes in Kenya for the British High Commission (BHC) to assess the effectiveness of different approaches to job creation. The assignment generated evidence on programme performance, costs, and benefits to inform future employment programming by BHC Nairobi and the wider FCDO.
Conducting Evidence-Based Programme Evaluation
Collecting and analysing evidence through document reviews, programme monitoring data, interviews, focus groups, and application of the FCDO Jobs Measurement Framework using case study and cross-synthesis approaches.
Generating Strategic Recommendations
Revisiting the job creation theory of change and identifying opportunities to capitalise on synergies across programmes to strengthen future job creation interventions.
